Though I looked over the forums and found some discussions for strap locks, they were all several years old, so I'm not sure the information found there is still relevant. Thus, my posting now.
Are there and locking devices for sale, offered by RIC or a recommended third party, that will fit snugly on top of the strap buttons of my new 4003 (manufactured 1/2015) to keep it safely attached to my strap?

Your new bass already has half of the Schaller strap lock system installed, as the strap buttons. Most music stores carry the other half, which is the strap end of the system. Schaller offers a number of different finishes you can choose to match your strap and guitar. Their system is also supplied with two of the conventional screw-through-middle strap buttons that you can fit to other non-RIC guitars you may own.

I have just bought a like new 2011 660/6 in charactered mapleglo and notice the strap buttons are not the ones for the Schaller strap locks. As I have a 2009 330/6 which came with the strap lock buttons on I still have the half I need for the 660/6. Would I need to drill a pilot hole or can I screw the the strap lock buttons into the existing holes ? Any advice would be appreciated.

The modern strap-lock bolts simply screw into the hole where you removed the older buttons.
