I have a ric 4001c64 there seems to be quite a bit pf tailpiece lift and the neck keeps moving on me and it has been set up twice in a week
what can be done to fix this bass or is it junk

How much tailpiece lift? Some lift is normal in a 3-screw tailpiece.
How much is the neck bowed? How much tension do you have on the truss rods?
What brand and gauge of strings are you using?
Did you set it up yourself, or have a tech do it? If the latter, does the tech have experience with Ricks and know the correct way to set them up?
Fill us in with some details, and we'll help you the best we can. I highly doubt your bass is junk, though if you want to think that I know several people who would buy low on it.

OK we have 1/4" lift on the tail piece
the neck is not bowed a lot (the neck moved back much less this time) but just enough to get a buzz around the 7th fret
strings are rotosound round wound RS66LD 45-65-80-105
it was set up by an experienced tech

I'd sure love to see a photo of your tailpiece with that much lift. I also would wonder what type of strings might have been on here previously.

get that picture up as soon as possible, and let "John Hall" have a look at it. In case you're unaware; he is the #1 man at Rickenbacker, and has seen all there is to see regarding their guitars. Also, no matter what the tail piece currently looks like; you have certainly not bought a guitar that is in any way, shape, or form, junk. Even if the previous owner caused this problem; you can surely get it ironed out, and you'll then know what we here already know; that Rics are a true work of American art. Good luck my friend.

ok I can't find the camera but I did find a small ruler to measure the tailpiece lift the lift is 4/32" from the rear and side from the bottom of the tailpiece to the body it's a 2010 and a gorgous bass and sounds great I just need it to be right so it can be a player not just to hang on the wall when I do find the camera I will post a pic thanks

OK, in other words, 1/8" (4/32=2/16=1/8) which is half of what you originally stated (1/4"). Not a deal breaker, but if it gets worse . . . .

I'm just going to replace it with an aftermarket cast bridge that will solve it and have a lot more contact with the body and never lift
